Frozen Vegetable Private-Label Artwork and Date-Code Approval

Private-label frozen vegetable artwork is ready for production only when the approved static file, the live variable-data recipe and the finished-pack result agree. Approving a PDF alone does not verify the lot code, date logic, GTIN, barcode readability or printer position that will appear on the line. Freeze the specification, assign one controlled revision, challenge the live code and keep an approved physical standard before commercial output is released.
Frozen vegetable projects often separate artwork into two data families. Static content is printed by the packaging converter: brand, legal name, ingredient declaration, nutrition panel, storage instruction, net quantity, importer details, claims, GTIN and background graphics. Variable content is created during production: batch or lot, production or packing date, best-before or expiry date, line, time, shift, sometimes weight, and sometimes a dynamic barcode. Both families can be correct in isolation and still conflict on the finished bag.
A disciplined approval therefore has three gates: legal/content approval, printability/data approval and line trial approval. We recommend that you name an owner for each gate and record the exact evidence required. "Artwork approved" is too broad to prove which language, code formula, printer message or case label was actually authorized.
Define One Packaging Data Matrix Before Design Starts
Start with a market-and-SKU matrix, not a graphic file. List the destination, customer item code, product name, cut, grade, ingredient statement, allergen status, net quantity, storage statement, preparation statement, traceability fields, date-marking term, shelf-life rule, language, GTIN, case code and pallet-label expectation. State which party supplies each value, which party approves it and which source document controls it.
The frozen-product specification is the identity anchor. A 10–20 mm broccoli floret, 20–40 mm floret and broccoli mix may share brand styling but must not share a data identity by convenience. Likewise, a 1 kg retail bag, 2.5 kg foodservice bag and 10 kg bulk carton need separate net-quantity, barcode and case-configuration checks even when the vegetables come from the same production lot. Link the matrix to the signed specification rather than relying on filenames such as "final_v8_new."

Separate Content Approval From Reprographic Approval
Content reviewers decide whether the words and declared data are correct. Reprographic reviewers decide whether those words and symbols survive printing, pouch formation, filling, freezing, handling and scanning. A legal sentence can become unreadable when it falls in a gusset, seal, fin, fold, zipper, perforation or low-contrast photograph. A barcode that looks clean at 200% on a monitor can lose quiet zone, contrast or height on the real film.
Ask the converter for the dieline, print process, color standard, barcode magnification, expected gain, overprint varnish or lacquer boundaries, eye mark, unwind direction, repeat length and joining-splice limits. Ask the packing site for forming dimensions, photo-eye arrangement, date-coder location, sealing jaws, temperature range and any registration tolerance that can move content toward a seal. Reconcile these inputs before cylinders or plates are released.
GS1 notes that barcode quality depends on construction, quiet zones, contrast, symbol size and positioning, and that wrapping, welding, borders, wrinkles and damage can obstruct scanning. A verifier report is more useful than a phone-camera screenshot because it evaluates symbol quality under a defined method. Still, the verifier grade does not confirm that the encoded GTIN belongs to the intended frozen-vegetable SKU. Verify both print quality and data integrity.
Build the Variable-Data Recipe as a Controlled Record
The live printer message needs its own approval number and revision. Record every field, prefix, separator, date basis, date format, shelf-life calculation, lot structure, line identifier, font size, character height, print location and barcode application identifier. Indicate whether the code is human-readable only, encoded only or both. Do not allow operators to recreate a message from memory when products change.
GS1 distinguishes static GTIN data from attributes that can change by instance, including batch/lot and dates. The GS1 Application Identifier reference defines AI (10) for batch or lot, AI (11) for production date, AI (13) for packaging date, AI (15) for best-before and AI (17) for expiry. Choose the identifiers required by your trading partners and system; do not encode a date under one AI while printing a different date meaning beside it.
Date calculation is a frequent failure point. Specify whether day zero is production, packing, freezing or another event; whether the printed end date is inclusive; which time zone controls a midnight crossover; how leap years and month ends behave; and what happens after a hold-and-release delay. If the destination uses "best before" for quality, do not silently change the wording to "use by" because a printer template was borrowed. The European Commission and GOV.UK both treat date marking, storage conditions, net quantity and lot identification as important packaged-food information. Identify the exact destination requirement and cite it in the approval matrix before releasing the coding recipe.
Run a Boundary-Date Challenge Before the First Order
A normal date can hide faulty logic. Challenge cases that force the program to reveal its assumptions: 31 January plus one month, 28 or 29 February, year end, a shift crossing midnight, a daylight-saving change where time is encoded, and the last acceptable day of a declared shelf life. Use the approved written answer to compare the human-readable text, encoded data, production record and case label.
For each challenge, scan at the line, after pouch forming, after cold conditioning and from at least three orientations representative of downstream handling. Confirm that a rejected or unreadable code cannot be mixed back into conforming output without a documented decision. Record printer, software/message version, film revision, pack format, coder consumable, speed, temperature condition, scanner/verifier and result.
Worked example: 24-month best-before rule
A hypothetical production date is 2026-01-31. The approved rule says "best before end: 24 calendar months from production, end of that month." The expected print is 2028-01-31 only if the contract defines the exact day; your specification may instead require 2028-01 or 2028-01-30. Program the accepted rule, then challenge 2026-02-28, 2028-02-29 and 2026-12-31. A scanned barcode showing AI (17) while the text says BEST BEFORE under AI (15) fails even when both dates look plausible. Stop release, correct the data recipe, repeat all boundary cases and retain the signed output-do not edit the batch record later.
Use a Seven-Step Artwork-to-Line Approval
1. Lock the SKU, market and responsibility matrix
Name the exact product, pack, destination and customer code. Identify who owns regulatory content, nutrition, allergens, claims, GTIN, translations, shelf-life rule and importer information. Open questions need an owner and deadline; they are not approval comments that disappear in email.
2. Review content against source records
Compare every text block with the signed frozen vegetable range specification, formula, laboratory data, nutrition calculation and destination checklist. For a single-ingredient product, verify that the name, cut, preparation status and any glaze or seasoning declaration match the ordered goods. Allergen statements and voluntary claims require particular care because a tidy graphic cannot compensate for an unsupported declaration.
3. Validate translation and character handling
Use a competent market-language reviewer and preserve approved characters through the converter and line software. Check punctuation, decimal separators, upper/lower case, accented characters and minimum type size. Reverse translation can reveal a meaning change, but the market-language version remains the item that must be approved.
4. Approve the reprographic proof
Check dieline, dimensions, colors, plate/cylinder information, barcode construction, quiet zone, eye mark, seam and seal exclusions, unwind direction and code reserve. Record whether approval covers a soft proof, contract proof or printed film sample. Each answers a different question.
5. Challenge the printer and encoded data
Load the controlled message, check authorization, challenge boundary dates, deliberately produce an invalid or unreadable sample and verify the reaction. Compare printed text with the scanner decode and manufacturing record. A visual check alone misses transposed GTIN digits or incorrect AI use.
6. Approve a finished-pack golden sample
Use actual film, product and production equipment. Inspect after filling, sealing and cold conditioning. Sign and date a representative finished bag and case label, then store them so color, code position and legibility can be compared during the run. If physical retention is impractical, use controlled high-resolution images plus measurement and verification records, while recognizing that photographs do not prove scanner performance.
7. Release the master and remove obsolete versions
Issue one approved revision to converter, packing site and buyer. Quarantine obsolete film, plates, labels and printer messages. Record the disposition of residual stock. A correct new file does not prevent an old roll from returning to the line.
Control Changeovers and First-Off Approval
At changeover, line clearance must cover film reels, loose labels, cartons, coder messages, printer queues, unfinished packs, rejected packs and rework containers. Compare the incoming job with the schedule and approved master. The first-off check should include product identity, film, lot/date, readable code, scan result, net quantity, seal area, case mark and traceability back to the manufacturing order.
Define who can approve first-off output and how much production may accumulate before that approval. If five minutes at full speed creates 1,500 bags, "check soon after start" creates a large hold risk. A practical rule may require a witnessed first pack before normal speed, then repeat checks at fixed intervals, roll changes, printer interventions, shift changes and after any code alarm.
Practical example: a plant changes from 1 kg peas for Customer A to 750 g mixed vegetables for Customer B. The correct mixed-vegetable film is installed, but the coder retains Customer A's lot prefix and 24-month date rule while Customer B requires an 18-month rule. A first-off visual check focused only on design would pass. A controlled decode-and-record check finds the conflict before normal production. The lot remains small enough to segregate, the message is corrected, and the first-off sequence is repeated.
Treat repeat verification as a risk-based production control, not a ceremonial signature. A stable long run may justify the agreed routine interval, but repeat the full check after a film splice, coder ribbon or ink change, message reload, maintenance intervention, scanner alarm, unplanned stop, roll or case-label change and any product identity correction. Record the actual sample, decode and approval time. If a check fails, the time-stamped sequence helps define the hold boundary instead of placing the whole day's output on hold by default.
Treat Claims and Allergens as High-Risk Fields
Claims such as organic, residue-free, non-GMO, country-of-origin, vitamin, "no added" or cooking-performance statements must match evidence and market rules. Do not copy them from another brand or size. FDA's January 2025 allergen-labeling guidance explains current U.S. thinking on major allergen declaration, including sesame. EU and UK packaged-food rules also require specific mandatory information, but market wording and formatting differ. Approval must be destination-specific.
For plain frozen vegetables, an allergen may be absent from the recipe yet relevant to shared-line cross-contact controls. The artwork decision must follow the buyer-approved risk assessment and governing market rule; do not use a precautionary statement as a substitute for preventive controls. Tie the artwork checklist to the actual facility and production route documented in your factory qualification, not a generic brand statement.
Write a Clear Failure and Hold Boundary
When an artwork or code defect is found, identify the earliest verified conforming check and the latest verified conforming check. Hold the intervening product plus any material that could have bypassed inspection. Secure rejected and sampled packs. Investigate film revision, work order, message login, coder audit trail, time, operator, roll change and scanner data. Decide whether rework is technically and legally acceptable before relabeling; never cover mandatory information, create misleading double dates or weaken the frozen packaging seal without approval.
Record affected quantity, defect, destination, risk assessment, correction, reinspection method and release authority. You may accept a cosmetic shade deviation yet reject an incorrect ingredient, date, lot, GTIN or storage instruction. Define these decision classes before production so commercial pressure does not invent them after a failure.
Evidence You Should Require
A useful approval pack contains the signed specification, market matrix, controlled artwork revision, converter proof, barcode/data verification, variable-data recipe, boundary challenge, first-off record, golden-sample images, line checks and obsolete-material disposition. For each shipment, connect the applied lot/date and case mark to the packing record, pallet identity, inspection and loading evidence. For a private-label launch, request evidence before ordering full printed-film quantity. A short line trial can expose registration, seal-zone, code adhesion and scan problems while material exposure is limited. Agree who pays for obsolete material when buyer data changes after approval, who owns printing tools, and how remaining stock is counted. These commercial details belong in the launch plan because they change revision behavior.
Approve the evidence against named acceptance criteria: correct revision and SKU, readable mandatory content, correct human-readable and encoded values, scan performance, durable variable print, clear seal zones and complete traceability. A certificate or signed proof without the tested film, line, speed and date-recipe identity is incomplete. Keep exceptions explicit so the next order starts from a controlled baseline.
Frequently Asked Questions
Is an approved PDF enough to start frozen vegetable production?
No. It can approve static content, but you still need converter/reprographic approval, controlled variable-data logic and a finished-pack line trial. Barcode data, date calculation, print location and forming effects appear only in the operational proof.
Who should own the best-before calculation?
Approve the shelf-life rule and date meaning with the brand owner, then require the packing site to translate it into a controlled printer recipe and demonstrate it with boundary tests. The governing market rule and validated product shelf life remain decisive.
Can a phone scan approve a retail barcode?
A phone scan is a useful functional screen, not a substitute for an appropriate verifier when a grade or standards-based report is required. Check encoded identity, print quality and real supply-chain scanning separately.
What should happen to obsolete printed film?
Identify, count, segregate and dispose of or formally authorize its limited use under a documented decision. Remove obsolete printer messages and line copies at the same time. Keep the disposition linked to the new revision release.
