Frozen Fruit Temperature Excursion Triage: Evidence and Disposition

When a frozen-fruit shipment arrives warmer than the agreed condition, do not release it from a single probe reading and do not reject it from the recorder alarm alone. Put the affected stock on hold, define the time and product population, reconcile the logger with handling records, map temperatures across the load, inspect unopened packs, and test representative fruit in the intended application. The decision must connect actual exposure and uncertainty with the written specification, food-safety plan and documented authority.
Codex describes quick-frozen food as product maintained at -18°C or colder through the cold chain, subject to permitted tolerances, and recommends suspending movement or sale of warmer product while it is identified and assessed. That is a control baseline, not a universal promise that every reading above -18°C has caused damage or that every visibly frozen case is suitable. Fruit, cut, pack, exposure duration and downstream use change the consequence.
Our frozen-fruit range includes whole berries, slices, dice and chunks with very different surface area and fragility. We therefore investigate an event around the named lot and approved use rather than assigning one generic warm-temperature tolerance to the category.

Start With a Controlled Hold, Not a Conclusion
The first action is administrative and physical control. Record the purchase order, shipment, container, seal, supplier lot, production codes, pallet count, affected locations and quantity. Mark the inventory as held in the warehouse system and prevent picking, repacking, blending or production issue. If only part of a load is potentially affected, preserve its exact boundary instead of combining it with product from a different airflow zone.
Capture the evidence before normal cold storage erases useful clues. Save the original recorder file, not only a screenshot; note its serial number, calibration status, programmed interval, time zone and placement. Record reefer set point, supply and return air history, alarms, power or fuel interruptions, door openings, customs holds, unloading time, dock conditions and warehouse transfer. Photograph the seal, doors, pallets, cartons, wet marks, liner closure, clumps and free ice.
A logger measures the environment around its sensor. It does not automatically measure the warmest fruit, the coldest fruit or every pallet. A handheld surface reading is also easy to bias through door exposure and probe placement. State what each measurement represents. When evidence conflicts, keep the stock controlled while you investigate instead of selecting the value that supports the preferred commercial answer.
Reconstruct the Excursion Before Sampling
Separate air, package-surface and product temperatures
Reefer records usually describe air, while acceptance specifications may refer to product. Dense frozen cartons have thermal inertia, so a short air spike during a door opening may not move the fruit core by the same amount. Conversely, a recorder near the return-air path may miss a local hot zone beside a door, roof, wall or blocked airflow channel. Keep units, sensor type, location and measurement method beside every value.
Build a simple exposure timeline from the last verified cold-store reading through loading, transit, border events, unloading and warehouse recovery. Identify the first out-of-range time, peak, total duration, recovery curve and any missing interval. Do not invent a straight line through a data gap. A missing four-hour period is uncertainty that the disposition authority must address through additional evidence, restricted use or rejection.
Map the potentially affected population
Use the load diagram, pallet labels and airflow direction to divide the cargo into defensible zones. Door-end, ceiling, wall-side, center and refrigeration-unit positions can experience different heat loads. If pallet identity was lost during unloading, the evidence may support only a whole-load boundary. A narrower hold is justified only when location and product codes remain traceable.

Design a Representative Temperature and Condition Survey
Write the survey plan before opening selected cases. Sample across the mapped zones, different pallet heights and more than one production code where present. Include positions expected to be warm and reference positions expected to remain stable. Random selection within each zone reduces the temptation to choose attractive cases. Record pallet, carton and inner-pack identity for every result.
Use a calibrated method suitable for frozen product. An infrared device can screen many surfaces quickly, but emissivity, frost and shiny film affect readings. A penetration or between-pack probe provides different evidence and needs a defined location, cleaning practice and stabilization rule. Measure without leaving cases open longer than necessary. Record ambient dock conditions and elapsed time so the survey does not create the warming it is intended to measure.
Condition observations belong beside temperature. Look for collapsed or wet cartons, loose liners, broken seals, water staining, large fused blocks, excessive free ice, dehydration, color migration and damaged fruit. None of these signs identifies the exact temperature history by itself. A clump can also come from compression, surface moisture or weak IQF separation, while a clean-looking pack can still have an undocumented warm interval.
The selected packaging must protect the fruit while allowing traceable use. Review frozen-food packaging options when seal, liner, carton or pallet performance contributed to the event; the investigation still needs evidence from the shipped pack rather than an ideal design drawing.

Test the Fruit in Frozen, Thawed and Application States
Frozen appearance answers only part of the question. Use the agreed method to measure free-flowing condition, fused mass, free ice, color, odor, foreign material, cut distribution and gross damage while the sample remains frozen. Then thaw or prepare a separate coded portion under a controlled time, temperature, drain and handling method. Compare it with a retained or recently approved reference lot using the same preparation.
Thaw-drip, firmness, shape survival and color bleed often show functional differences that are hidden in a hard-frozen piece. Weigh the sample and collected liquid when yield matters. If a 2,000 g sample releases 210 g of liquid under the written method, the measured drip is 10.5%. That number is useful only against the same fruit, cut, maturity, thaw method and acceptance basis. It is not a universal defect limit.
Run the intended process trial when the ingredient will be baked, blended, filled, topped or portioned. A soft berry rejected for visible garnish may still perform in a cooked sauce if safety, labeling and contractual requirements are met and alternate use is authorized. A mango cube that looks acceptable after thawing may break during a high-shear beverage process or disappear in yogurt. The disposition should protect the declared application, not an abstract idea of edible fruit.
For a high-surface-area form such as frozen strawberry dice, examine fines, drip and color migration. For dense frozen mango dice, record firmness, fiber, shape retention and Brix-acid balance. Product form changes the measurement plan even within one shipment.

Keep Quality Evidence Separate From Food-Safety Evidence
Freezing suppresses microbial growth while product remains frozen, but it does not sterilize fruit or repair contamination introduced earlier. A warm event may change the hazard assessment depending on maximum product temperature, duration, acidity, intended use, process controls and the possibility of cross-contamination from damaged packaging. Visual inspection cannot prove pathogen absence, and a passing microbiological sample cannot prove that texture and shelf life remain acceptable.
Quality, food-safety and legality decisions therefore need their own evidence streams. The food-safety review may consider the hazard analysis, preventive controls, supplier approval, sanitation, ready-to-eat status, downstream lethality, package integrity and time-temperature record. The quality review may consider separation, drip, texture, flavor, color, usable yield and application performance. Label, allergen and identity controls remain necessary even when the event appears purely thermal.
Do not use end-product testing as a substitute for missing process evidence. A small composite cannot demonstrate that every unit in a large, unevenly exposed load is free from a low-prevalence hazard. Testing can answer a defined question when the sampling plan, method, laboratory, lot boundary and decision rule are written before results arrive.

Convert Evidence Into a Defensible Disposition
Before the event occurs, define who can release held inventory and which outcomes are available. A quality manager may release the full affected population, release an evidence-bounded portion, require more sampling, authorize controlled rework or a different application, shorten remaining life when supported, return the lot, or reject it. Commercial pressure cannot replace the named technical authority.
A release record should state the population, facts, missing data, applicable requirements, sampling and test results, reference comparison, safety conclusion, quality conclusion, use restrictions, shelf-life consequence, labeling or customer-notification need, approver and inventory action. If only selected pallets are released, the warehouse system and physical labels must prevent the held balance from moving with them.
Cooling warm product back to -18°C controls its future condition; it does not reverse ice recrystallization, drip or an earlier safety concern. The release rationale must address what happened before recovery. Likewise, refreezing a partly thawed sample may restore hardness while preserving internal tissue damage that appears only during the next thaw.
Worked example: short air spike with stable product
A recorder near the container door rises from -20°C to -11°C for 38 minutes during unloading. The original data file is complete, the seal and cartons are intact, and mapped product measurements from 18 selected cases range from -20.1°C to -17.9°C under the agreed between-pack method. Frozen condition, controlled thaw-drip and application performance match the reference lot. The quality authority documents the brief air event, stable product evidence and method, then releases the defined load. The example does not create a universal 38-minute tolerance.
Worked example: localized warm door zone
Door-end pallets show product readings from -10.8°C to -7.2°C, wet carton edges and fused berry blocks, while center pallets remain below -18.3°C and retain clear identity. A controlled thaw gives 16.2% drip in the door-zone sample against 9.1% in the approved reference under the same method. The door-zone pallets remain held and are rejected for the visible garnish program; the center population receives an expanded survey and separate documented decision. Traceable location allows the lot to be divided without pretending the entire load experienced one condition.
Worked example: missing history changes the decision
A shipment of IQF frozen blueberries arrives hard frozen, yet the recorder stopped for seven hours after a power alarm and pallet locations were not preserved during unloading. Twelve packs show no abnormal appearance, but the missing interval prevents exposure reconstruction. The program is ready-to-eat and its risk assessment requires continuous evidence. The authority rejects the shipment despite acceptable visual samples because those samples cannot reconstruct the undocumented population history.

Write the Excursion Rule Into the Purchase Specification
A purchase specification should define the product storage and transport condition, permitted tolerance where law and contract allow it, measurement target, instrument type, sampling locations, recorder requirements, data ownership, calibration evidence, alarm notification time and disposition authority. State whether acceptance is based on air, between-pack or product-core temperature and how unloading exposure is handled.
Connect the rule to the fruit form and application. Include cut, Brix or solids, texture, drip, clump, fines, color and usable-yield methods that can detect relevant deterioration. Define the approved reference, sample retention, laboratory triggers, ready-to-eat or further-processing status and downstream treatment. A numeric arrival temperature without a method and consequence is only a number.
Require rapid communication. The supplier, carrier, broker, cold store and receiver need named contacts and an evidence checklist so original files are preserved. If a change in route, pallet layout, pack, recorder position or service provider can change thermal performance, place it under change notification before shipment rather than discovering it during a claim.

Questions to Ask Before Releasing an Excursion Lot
Does one logger represent the whole shipment?
Usually not by itself. Review placement, airflow, load pattern and data continuity, then map representative product condition across plausible warm and stable zones. One device can provide strong timeline evidence without proving uniform exposure.
Is a reading above -18°C an automatic rejection?
Follow the applicable law and contract. Codex provides a frozen-chain baseline and calls for control and assessment of warmer product, but the consequence depends on product temperature, duration, permitted tolerance, fruit condition, use and documented evidence. Never invent a general tolerance after the event.
Can hard-frozen appearance prove the lot is undamaged?
No. Hardness at arrival may follow recovery, and refrozen pieces can hide earlier softening. Compare frozen separation, controlled thaw-drip, firmness, color and application performance with a relevant reference.
Can microbiological testing clear incomplete temperature history?
A defined test can support a defined question, but a limited sample cannot reconstruct exposure or prove every unit safe. Use the hazard analysis, process evidence, sampling design, method limits and intended use together.
What evidence belongs in a supplier claim?
Preserve purchase and shipping documents, recorder file, calibration status, reefer history, seal and handling records, load map, photographs, pallet and case codes, measurement sheets, retained samples, laboratory reports, reference comparison, disposition and inventory movements. The file should let another qualified reviewer reconstruct the decision.
A Practical Frozen-Fruit Excursion File
A strong file tells one connected story: what product was affected, when control changed, where the warm zone may have been, how measurements were collected, what the fruit did under the agreed test, which safety and legal questions were reviewed, and who authorized the inventory action. It also records uncertainty rather than hiding it. This discipline protects usable product from reflex rejection and protects customers from unsupported release.
We can review fruit form, pack, route, recorder plan, receiving method and application test before a purchase specification is locked. Send the product, cut, pack, destination, use, cold-chain target and acceptance method so the control plan addresses the real risk points.
Prevent the Same Excursion From Returning
Close the immediate disposition before opening corrective action, but connect the two records. Ask why the temperature left control and why the system did not prevent or detect the event sooner. A reefer alarm may be the visible symptom while the underlying cause is incomplete pre-cooling, obstructed airflow, an overloaded pallet, an unplanned border inspection, weak door discipline, a misplaced recorder or a handoff in which nobody owned the alarm.
Choose corrective action that can be verified. Replacing a recorder does not correct poor pallet mapping. Retraining a loader does not correct a route whose customs dwell time exceeds the validated thermal plan. Useful actions can include a revised loading diagram, a second sensor in the known warm zone, pre-cooling evidence, a maximum dock exposure, escalation contacts, backup power checks, carrier qualification, liner or carton change, and a revised inspection trigger.
Verify effectiveness on later shipments with the same evidence standard used during the investigation. Compare recorder completeness, alarm response time, door-zone product measurements, carton condition and application results. If the action works only in cool weather or on one pack size, it is not yet a reliable route control. Trend repeat events by supplier, carrier, lane, season, equipment and pallet position so a pattern is visible before losses become routine.
Retain one closed record that links the event, disposition, claim outcome, cause, action and effectiveness check. Review it before the same lane or packaging configuration is approved again. A lesson that remains in an email thread cannot protect the next shipment; a controlled rule, named owner and measurable verification can.
