The Food and Drug Administration (FDA) in the Philippines has rigorous standards to ensure food safety. Many businesses fail because they ship the goods before the paperwork is ready, leading to blocked containers and heavy fines.

Step 1: The Foundation – License to Operate (LTO)
Before you can import a single box of frozen strawberries or mango chunks, your company must exist in the FDA system. You need a License to Operate (LTO) as a Food Importer.
You apply for this through the FDA e-portal system. The government checks your warehouse, your office, and your ability to handle food products safely. Once you have this license, you have the legal right to engage in the food business. However, an LTO does not let you import specific products yet. For that, you need the next crucial step.
Step 2: Product Registration (CPR)
This is the most critical phase. Every specific product (like "Frozen Strawberry Dice" or "Frozen Mango Halves") needs its own Certificate of Product Registration (CPR). You cannot ship the goods until you hold this certificate.
To get the CPR, you must submit a "E-Registration" application to the FDA. As your supplier, we provide the specific technical documents you need to upload. The FDA evaluates the product based on safety and labeling.
The Technical Documents We Provide
We prepare a complete technical dossier for you. This includes the Ingredients List, showing exactly what is in the food. We provide the Product Specification, which details the physical appearance, chemical levels, and microbiological limits. Crucially, we supply the Certificate of Analysis (COA). The FDA is strict here: the COA must be issued within six months of your application date. Old data will cause a rejection.
The Labeling Requirements
The FDA checks your product label very carefully. We provide a Soft Copy of Product Labels/Artworks (under 2MB in PDF or PNG format) that matches Philippine regulations perfectly.
Your label will clearly display the Product Name, Brand Name, and the Net Weight. It will list the Name and Address of the Manufacturer (us) and, most importantly, the Name and Address of the Importer (you).
We ensure the label includes the Lot Identification Code for tracking, specific Storage Conditions (essential for frozen food), and the Expiry Date. We also declare all Food Allergen Information and provide clear Directions and Instructions for Use. To prove the artwork is real, we also send a Photo of the Item with the Label attached.
Step 3: Proving Quality and Safety
The FDA and your customers want to know the food is safe. This is where our factory certifications help you speed up the approval process.
We provide HACCP documentation to prove our safety controls are active. To help you sell to major supermarkets and international chains, we supply our BRCGS Certificate. For the Philippine market, which has a significant Muslim population, we provide Halal Certification. This allows you to sell to every consumer in the country without restriction.
If your target market requires it, we also provide Kosher Certificates and a GMO Certificate to prove the natural origin of the produce.
Step 4: The Shipment and Customs Clearance
Once the FDA approves your application and issues the CPR, you are ready to order. We produce the goods, pack them, and ship them.
When the container arrives at the Port of Manila, Davao, or Cebu, the Bureau of Customs will ask for your documents. You will present your LTO, your valid CPR, and the shipping documents (Bill of Lading, Invoice, Packing List). Because our factory labels match your CPR exactly, the customs officer can verify the shipment quickly.
