    Frozen vegetable net weight is the product quantity after packaging tare is removed. Control it with a verified filler and checkweigher, a representative tare method, recorded challenge checks, reject verification and a destination-appropriate sampling plan. A compliant average does not automatically excuse an unreasonably short individual pack, and a high production target does not replace legal or contractual lot testing.

    The calculation is simple: net = gross − tare. The difficult part is making each term represent the real pack. Film, label, zipper, pouch cut, carton insert, frost and product stuck to packaging can change the result. Automatic equipment also sees dynamic vibration and product movement that a static laboratory scale does not. Define the measurement system before comparing suppliers or releasing a lot.

Keep Gross, Tare, Net and Declared Quantity Separate

    Gross weight includes product and every package component on the scale. Tare is the packaging excluded from net content. Net content is the measured product quantity. Declared quantity is the number printed on the label. Target fill is a production setting chosen to achieve control; it is not another label claim. Write these five terms into the work instruction so a carton gross check is never presented as proof of every inner bag's net content.

    NIST Handbook 133 is a current U.S. procedural reference for checking packaged-goods net contents. The 2026 edition distinguishes official sampling from faster audits and states that audit findings are not a substitute for the full compliance plan. NIST's current FAQ summarizes two separate requirements: the sample average must meet the declaration, and individual shortages cannot be unreasonably large. Other destinations use their own legislation, tolerable negative error tables and sampling rules, so identify the governing market before setting acceptance.

Tare Is a Sample, Not a Fixed Number Forever

    Packaging tare can vary across film rolls, pouch length, seals, labels, zipper, print ink, absorbent components and manual trimming. An old master value can bias every reported net weight. Define whether the method uses unused dry tare, used dry tare, average tare or another market-approved procedure. Sample enough package units to represent the component lot and repeat after a material, size, supplier or artwork change.

    Frozen products create extra handling questions. Frost can remain on the inside of an opened pouch. Product fragments can stick to seals or film. Condensation can add water while empty packaging waits in a warm room. State how opened packages are emptied, cleaned or dried, and how long they condition before weighing. Follow the applicable official method; do not scrub one supplier's bags cleaner than another's.

    Track average tare and variation, not only the last number. If the tare standard deviation becomes large, an average deduction can misstate individual packages. Investigate roll splice, pouch length, label count, double film, zipper position or mixed components. What the Filler and Checkweigher Each Control

    A multihead weigher or filler builds the portion. A checkweigher measures the completed pack dynamically and sorts or alarms against programmed limits. The two devices should not share an unchallenged assumption. Verify the filler dose, then challenge the checkweigher independently with traceable test packs or weights appropriate to its design. Confirm underweight and overweight decisions, reject actuation, reject confirmation, bin security and line-stop or alarm logic.

    Dynamic accuracy changes with belt speed, spacing, vibration, air movement, product motion and pack stability. A loose bag of peas can settle differently from a bulky broccoli pouch. The checkweigher must see one isolated pack across the weighing conveyor without contact from the next pack. Challenge it at start-up, changeover, defined intervals, after a stop or adjustment, and at end of run according to the validated plan.

A Repeatable Net-Weight Verification

1. Define the lot and governing rule

    Identify product, pack, declaration, unit, line, production window, packaging version and destination. Select the official or contractual sample plan before drawing packages. A U.S. NIST Category A marketplace test, an OIML-based destination plan and an internal factory release rule are not automatically interchangeable.

2. Select a random sample across the run

    Do not choose only full-looking bags. Use the named random method and preserve package identity. Include enough of the lot to represent time, pallets and component changes when the plan requires it. An internal audit sample can trigger investigation, but do not call it a legal compliance decision if it lacks the prescribed selection and sample size.

3. Verify the static scale and environment

    Use suitable resolution and capacity, level and zero the scale, control drafts and vibration, and check it with traceable standards across the working range. Record device identity and verification. A display with more digits is not necessarily more accurate. Protect frozen samples from prolonged warming while also preventing condensation from changing mass.

4. Determine gross and tare under one written method

    Weigh each unopened unit, then determine tare with the approved procedure. Keep product, loose ice and any allowed glaze definitions aligned with the label and destination method. Use the correct average tare or individual tare calculation. Retain all unrounded readings until the final step.

5. Calculate package errors and apply both tests

    Net content equals gross minus tare. Package error equals measured net minus declared quantity. Calculate the sample average and identify individual minus errors. Apply the exact sampling correction, tolerable negative error or maximum allowable variation from the governing rule. Do not invent a generic "2% tolerance" or use overfilled packs to hide an individual shortage that the rule treats as unreasonable.

6. Record disposition and evidence

    Keep raw weights, tare sample, scale checks, calculations, sample selection, package photos, codes, result, reviewer and disposition. If the lot fails, preserve unopened retain units and define rework or reinspection under the approved procedure. Do not release from a second informal sample chosen because it looks heavier.

Worked Package Example

    Read three layers of evidence together. The filler trend shows whether portion building is centered. The dynamic checkweigher shows whether completed packs remain inside the programmed line limits and whether rejects leave the product stream. The independent static sample shows whether the measured lot satisfies its named release or legal rule. Agreement among all three is strong evidence; disagreement tells you where to investigate.

    For example, a stable filler average with a rising checkweigher reject rate can indicate tare change, dynamic instability or package contact rather than loss of filler control. A good checkweigher trend with a failing static sample can indicate wrong tare master, device bias, inappropriate dynamic limits or a non-random verification sample. Do not recalibrate everything at once. Protect the affected stock, verify one measurement chain at a time and retain the before-adjustment evidence.

    Audit checks are useful for early warning. NIST explicitly distinguishes faster audits from the complete Category A or B sampling decision. Use a small in-process audit to find drift, then escalate to the prescribed method when the result suggests noncompliance. This prevents two errors: treating a quick spot check as a legal failure, and dismissing a warning because it was not yet the final lot test.

    Worked example: A hypothetical internal review checks ten frozen vegetable packs declared at 1,000 g. Their average unopened gross weight is 1,023.6 g. A representative used-dry-tare procedure gives an average tare of 21.8 g. The estimated average net content is 1,001.8 g, so the average package error is +1.8 g. One pack has gross weight 1,012.0 g; using the same average tare gives 990.2 g net, or −9.8 g package error.

    The arithmetic does not complete the decision. You still need the governing sample size, statistical correction and individual-package threshold for the exact declaration and market. The average may appear above 1,000 g while an individual package still needs evaluation. If the tare variation is too large for an average deduction, determine whether the official method requires a different tare procedure before judging the pack.

    Practical example: A 500 g mixed-vegetable line targets 512 g to avoid shortages. After improving feed spacing and checkweigher feedback, it holds the same compliance performance at a 506 g average. A 6 g reduction across 200,000 packs avoids 1,200 kg of giveaway. The action is not to lower the set point until packs fail; it is to reduce process variation, verify tare and then center the fill with the legal individual and average rules protected.

Hold Boundaries After a Quantity-Control Failure

    When a checkweigher challenge fails, identify the last satisfactory check and the next satisfactory check. Place the intervening production on hold unless a validated narrower boundary exists. Include recirculated rejects, manual rework, film changes, line stops and product held between filler and checkweigher. The quantity at risk is a time-and-flow question, not merely the pallet beside the device.

    Investigate scale drift, wrong recipe, wrong tare, blocked or unstable feed, twin packs on the weigh belt, vibration, air pressure, reject jam, full reject bin, missing confirmation sensor or unauthorized set-point change. Reinspect held stock with a written statistically defensible plan. If the line cannot identify the affected window, expand the hold rather than guessing that only the last few minutes are involved.

    Connect pack weight to packaging evidence. Seal contamination, wrong pouch length and double film can change tare and integrity together. Receiving Checks and Commercial Disputes

    A warehouse case-weight check can identify a gross anomaly, missing pack or damaged carton. It does not prove the net content of every bag because carton, liner and bag tare vary. If an arrival audit suggests shortage, preserve random unopened units, lot codes, case locations, scale records, temperature condition and the sampling path. Move to the agreed formal method before making the final lot claim.

    Review the specification, approved artwork and declared unit. A 1 kg label, a 2.2 lb customer file and an internal 1,000 g target can be mishandled during conversion. NIST emphasizes significant figures and measurement accuracy; keep unit conversion consistent with device capability. A typing or artwork error is not repaired by overfilling future production without correcting the controlled files.

Pack Format Changes the Quantity-Control Risk

    A 400 g pillow bag, a 1 kg zipper pouch and a 10 kg bulk liner do not share the same tare variation, filler behavior or sample handling. A small retail pack produces more units and more seals per tonne, so a small centering error repeats many times. A bulk liner has fewer units but a larger product head, greater fill momentum and more handling around the open carton. Validate each format rather than scaling one target in direct proportion.

    Irregular florets can bridge and release as a large pulse, while peas and corn meter more smoothly. Mixed vegetables can segregate by size and density before the weigher, changing both pack composition and fill stability. Control feed depth, vibration, bucket combination, timing and product temperature. If the pack must also meet a blend-ratio tolerance, sample quantity and component ratio as separate characteristics; a correct total net weight can still contain the wrong mix.

    Retail film splices, zipper changes and label application can shift tare during the run. Bulk liners may use ties, tape or folded closures that require an exact tare definition. Carton gross targets are useful for warehouse reconciliation only when inner-pack count and all secondary components are controlled. Keep inner net, pack count, carton gross and pallet quantity as linked but separate checks.

Review the Evidence, Not Just a Certificate

    A useful quantity-control file ties the finished lot to the packaging component, filler and checkweigher. Request line and device identity, declared quantity, approved recipe, target and reject thresholds, tare determination, scale verification, challenge schedule, challenge results, reject reconciliation, deviations, held quantity, reinspection and release approval. Screenshots without time, unit or device identity are not enough.

    Review trend data for center and spread. A stable mean far above declaration may comply but creates avoidable giveaway. A mean just above declaration with widening variation increases individual-shortage risk. Sudden saw-tooth movement can indicate feedback adjustment, feed cycling or a product-flow problem. Compare the actual distribution before changing one set point.

    For supplier approval, trace one representative lot from component receipt through finished cases.     Control data access and change history. Record who can alter filler recipes, checkweigher limits and tare masters. Require version approval and review unexpected changes. If operators can bypass reject confirmation or edit thresholds without a trace, a perfect end-of-run report does not prove the entire lot was controlled.

    No. Many systems require both an acceptable average and control of individual negative errors. Apply the exact destination rule instead of assuming overfilled packs erase any shortage.
