Chongqing has advocated multiple measures to stabilize grain production. Since 2016, the annual grain sown area in Chongqing has been around 30 million mu, and the total grain output has remained above 10 million tons. Among them, in 2019, the total grain output in Chongqing reached 10.75 million tons, the rice area reached 9.82 million mu, and the total output was 4.87 million tons, ensuring the citizens' food rations.
It is understood that in recent years, Chongqing has introduced a series of preferential policies to allow grain growers not to suffer losses, but to make money. First of all, in terms of financial subsidies, Chongqing increased capital investment. In 2009, it took the lead to implement subsidies for large grain growers nationwide, subsidizing 230 yuan per mu for large grain growers who grow more than 50 acres; farmers who have the right to contract arable land will be subsidized from 2016. Cultivated land fertility protection subsidies, Chongqing's annual payment of subsidies for arable land fertility protection exceeds 2.1 billion yuan to attract more farmers and enterprises to engage in grain planting.
At the same time, by optimizing the planting structure and strengthening the promotion of science and technology, the efficiency and level of food production will be improved. Since the beginning of this year, Chongqing has continued to reduce low-efficiency food crops, vigorously develop high-quality rice, waxy corn, fresh and processed potatoes, miscellaneous grains and beans, "double-low" rapeseed and other specialty grains and oils, and establish high standards in major grain production areas. Farmland, improve the level of mechanization of farmland, and enhance the level of agricultural intelligence. In 2019, Chongqing's grain yield reached 358.5 kg/mu, further stabilizing the grain and oil industry.
In addition, Chongqing also strictly adheres to the red line of arable land, adheres to the road of "ecology priority, green development", and continues to carry out fertilizer and pesticide reduction actions, specialized unified prevention and control of diseases and insect pests, and green prevention and control.
In recent years, the total use of chemical fertilizers and pesticides in Chongqing has continued to decline. In 2019, the use of chemical fertilizers was 911,000 tons, a year-on-year decrease of 2.25%; the use of pesticides was 16,500 tons, a year-on-year decrease of 4.1%, and the coverage of major crops specialized in unified prevention and control increased to 38.65%; the coverage rate of green prevention and control increased to 35.55%, effectively controlling agricultural non-point source pollution.
